Purpose
Protect the United States against potential threats, including cyber attacks, terrorism, natural disasters, and border security.
Moving Immigration tracking
Immigration and immigrant tracking should be moved to the Department of Labor. These people come here to study and to work, which is already the purview of the Department of Labor. Immigrants are already inside the US so Homeland Security's border security wouldn't have jurisdiction over them. Plus studies show immigrants are less likely to perform terrorist attacks than domestic citizens.
