Gerrymandering

Gerrymandering, or trying to gerrymander a map should be illegal and an arrestable offense for politicians, and they should be blacklisted from serving in any form of leadership role within politics from there forward. The people should pick who represents them, not politicians picking who they represent.

To assist with this, all new maps should be required to be created by an independent, non-partisan organization rather than have any politicians directly involved. This can remove potential gerrymandering in future maps. Once that is completed, existing maps can be looked at for adjustment and updating as the maps become due over the next census cycle within each state.

Another potential anti-gerrymandering process: When a new districting map is created, before it can be implemented, the boundary is sent out to a pool of maps for a decision if the map is considered gerrymandered or not. Across the United States, individuals are called in for jury duty where they sit in a room and wait for their name to be called. This is an opportunity to have random, unbiased individuals decide if a map is gerrymandered or not. Each individual is given a card with 5 maps, some may be real and some may be clear examples of both gerrymandered and non-gerrymandered district maps. Once the map has achieved a certain vote number in the general areas of the United States (North, Central, South, East, West, Urban, Suburban) outside the state putting forward the map, then it will be categorized. If the map is considered non-gerrymandered, the map will be approved and enabled. If the majority believe the new district map is a gerrymandered map, it will be returned to the district for re-mapping. Should the map fail three times in a row, the mapping will be given to a bipartisan council to remap the district and the council can alter the maps of any district directly touching the gerrymandered district map in order to prevent any gerrymandering within that mapping area. Once completed, their mapping will be sent out for voting once more, and if approved, it will be accepted as the new map. The process will continue until the map is deemed non-gerrymandered. The district map will not change for voting or representation purposes until the map is approved.

Once settled, all current maps should run through the vote to make sure existing maps are likewise deemed non-gerrymandered. To speed things up, this may be an opportunity for AI to assist in some controlled form.

Voter Access

Ballots should be sent out to the American population two months before federal voting begins. Since ballots are all based on where the citizen lives, there is no purpose in forcing people to vote within their own zones. Federal voting should be allowed at any voting booth or station if they bring their ballot with them. Districts are only for census purposes, and for representation purposes.

Additionally, the government should update representation by number of citizens and end the Electoral College. The purpose of the Electoral College was to vote for its people because the actual voting process was so slow and because not everyone could leave their farms to appear and vote in person. It is a process that is no longer needed in the modern day and age. Likewise, by updating the number of citizens represented in Congress, it reduces the size of voting districts and decreases the chance of gerrymandered maps.
